How did things go so wrong?

Certainly one big mistake was to ignore the sound advice given by people like Lenny Anderson.

Lenny Anderson served (2000-2002) on the Governors' I-5 "Trade Partnership" Task Force. He was the lone dissenter on the final TF recommendation for 10 freeway lanes and light rail. He advocated for a lower cost, lower impact arterial bridge option that was voted "down" 10-10 by the TF in the spring of 2002. Anderson manages the Swan Island Transportation Management Association which "moves freight by creating and promoting transportation options for Swan Island employers and their employees."
